Ukraine ready for hosting EBRD Annual Meeting in Kyiv - Turchynov

On Monday First Vice Prime Minister Oleksandr Turchynov held a meeting on readiness of hosting the EBRD Annual Meeting of the Board of Governors in Kyiv, according to the government’s web site.

      The “Ukrajina” hotel was subjected to examination where the offices of delegations to be placed and the Bank’s leaders accommodated. The International Center of Culture and Arts of trade unions of Ukraine (former October Palace) was also examined where the working halls, offices of the EBRD President and Prime Minister of Ukraine to be placed.

      Summing up the meeting the sides have concluded that Ukraine is ready for hosting the EBRD Annual Meeting of the Board of Governors in Kyiv.

      Note: With the purpose of providing preparation for holding the Annual Meeting by the instruction of the Cabinet of Ministers of Ukraine of 1 August 2007 №588-р the Interdepartmental Council for coordinating the preparation and holding of the European Bank for Reconstruction and Development Annual Meeting of the Board of Governors was established and by resolution of the Cabinet of Ministers of Ukraine of 19 September 2007 №1147 the Regulations on the Interdepartmental Council for coordinating the preparation and holding of the European Bank for Reconstruction and Development Annual Meeting of the Board of Governors was approved. On 30 January 2008 the instruction of the Cabinet of Ministers of Ukraine was amended concerning the composition of the Interdepartmental Council. Chairman of the Interdepartmental Council was appointed First Vice Prime Minister Oleksandr Turchynov.

      On 31 January 2008 the “Memorandum of understanding between the Government of Ukraine and the European Bank for Reconstruction and Development on holding the European Bank for Reconstruction and Development Annual Meeting of the Board of Governors in the city of Kyiv” was signed. The Memorandum sets out commitments of two Sides concerning the preparation and holding of the Annual Meeting.

      In the structure of the Interdepartmental Council the Organizational Committee was created as a permanent acting body of the Interdepartmental Council. It includes the Secretariat which manages organizational-technical provision of the Interdepartmental Council and Organizational Committee’s activity, provides the preparation and implementation of the action plan concerning organizational issues and the creation of material and technical infrastructure for preparation and holding of the EBRD Annual Meeting in accordance with the concluded Memorandum.

      On 18 March 2008 First Vice Prime Minister O.V. Turchynov approved the renewed action Plan on organization of the preparation and holding in May 2008 of the EBRD Annual Meeting of the Board of Governors in the city of Kyiv. The Action Plan determines the list of works and sets a task on preparation and holding of the EBRD Annual Meeting and the Investment Forum of Ukraine.

      Today the EBRD portfolio in Ukraine numbers 163 projects with total volume of financing 3.3 billion Euros. Among the Bank member states Ukraine is high on the list in the EBRD transactions.

      The portfolio of the EBRD projects in Ukraine is predominantly concentrated in the private sector – about 71% of the whole volume of financing – as against 29% in the state sector. During the period of cooperation (1993-2007) the agreements to the total sum of 674.94 million USD and 503.85 Euros have been concluded with the EBRD in the state sector of economy of Ukraine, and used 480.3 million USD and 208.2 million Euros. At the present the EBRD is introducing 7 investment projects in the state sector in Ukraine.

      The Bank Meeting will be attended by the representatives of governments of 61 EBRD member states and international financial organizations, bankers, financiers and businessmen. The President of Ukraine, Prime Minister of Ukraine and Minister of Finance as Leading from Ukraine in the EBRD Board of Governors will participate in the Annual Meeting. The Ukrainian delegation will be chaired by Vice Prime Minister of Ukraine Hryhoriy Nemyria. Moreover, Heads of city councils, regional centers, Heads of regional state administrations, Ministers, Chairmen of Committees of the Verkhovna Rada, deputies of the Verkhovna Rada of Ukraine, representatives of the Presidential Secretariat and Secretariat of the Cabinet of Ministers of Ukraine are invited.

      On the eve of the annual meeting it is planned to hold the Ukrainian Investment Forum “Ukraine: Investments. Infrastructure. EURO-2012” and exhibitions. In the course of holding the forum the world community will have an opportunity to get acquainted with the development of economy of Ukraine and the investment potential of the state which in its turn will encourage strengthening of relations between Ukraine and financial circles, world institutions.

      EBRD President Jean Lemierre and Prime Minister of Ukraine Yulia Tymoshenko are invited to the forum’s opening. Minister of Economics of Ukraine Bohdan Danylyshyn will preside at the forum.

      The European Bank for Reconstruction and Development Annual Meeting in Kyiv will create a unique opportunity for strengthening prestige of Ukraine on the international arena. Traditionally this meeting is a remarkable event of the year and one of the most representative forums of the most authoritative governmental and financial circles of Europe and the world. Ukraine will have a second chance to hold an economic forum of international importance – the EBRD Annual Meeting of the Board of Governors.
