Ukraine should look to Britain, Austral, Canada and other european States,. Under a Westminster system of governance the Ministry is appointed from members of the parliament who also retain their parliamentary mandate. A parliamentary system provides a more effective day to day checks and balances holing the executive government to account. The main question that needs to be resolved is the representative electoral model. The Parliamentary system is the design of democracy and the elected representative model is the foundation stones in which democracy is built. Full support to Ukraine becoming a Parliamentary rule of law democracy in line with other European states. Anthony : National Interests should always outweigh local interest
There are times when National Interests should come first a local authorities do not act in the interests of Ukraine as a whole. A good example of this is the unchecked privatisation of the foreshore in Crimea. Every person should have access to the foreshore and private development should not be permitted to exclude such access. IN Crimea access to the coast line is being prevented as private owners build fences to lock people out. It should be possible for members of the public to walk along the entity cost line of Crimea without hindrance or denial of access. Some of the closures are questionable as to their compliance under law. If action is not taken to protect right of public access public property will be transferred into private hands by default. If local authorities are not prepared to act to protect the right of all citizens then it is incumbent of the Government to act on their behalf. A government that has the right to override a local authority must do so with care and just cause an inaccordance with the law and constitution of Ukraine. But at the same time you should not tie a executive governments hands behind their back so that they can not defend the national interest. The sooner ukraine acts to protect the right of public access to the black sea foreshore the better. |
