Ukraine as a majority share holder should have had a say in the transfer of ownership. Can you image the USA even transferring the ownership of a major shipping power to a foreign power who brought P&O? Normally an exploration contract is subject to performance agreements and any proposed resale should have also required parliamentary consent. If a gambling license was issued and the company that won the licence then sought to sell its holdings then the Government rightly would have a right of review and veto. Another reason to restrict the authority of the president to avoid misuse and abuse or presidential power. This matter should have been discussed by the NSDC
