UkrToday : Adoption of a full-preliminary model is a step in the right direction.
There are essentially two main issues, each one separate yet interlinked One being the adoption of a parliamentary system in line with other European States and European values and the second being the system of representation and method of election parliamentary representatives. Most if not all of the recent political crisis facing Ukraine today are as a result of the personal power struggle between the office of the President and the peoples democratically elected Parliament. If the constitutional majority of the parliament can reach consensus and they adopt a parliamentary model then this model should be the basis of further discussion and consideration. Yulia Tymoshenko and the Opposition should be commended for their commitment to Ukraine`s democratic development. The devil is in the detail and hopefully the debate will center around these two issues in order to make the successful transition to an effective parliamentary system. Great Britain, Australia, Canada and other European States should be used as the preferred model. The executive government should be elected and appointed by members of the parliament who should be able to also retain their parliamentary representative mandate as exist in the Westminster system. Any decision to maintain a directly elected president should ensure that the election of president is held simultaneous and in association with the election parliamentary representatives in order to reduce the costs associated with any election. Ideally as others have also pointed out Ukraine should also adopt be system of prefernetial one round voting as opposed to the existing or suggested two round voting system
