Yushchenko has demonstrated that the Parliamentary-Presidential system does not work or act in the best Interest of Ukraine. The polls indicated that yushchenko is in a unwinnable position. Ukraine`s constitutional structure should not be based on personalities but should provide stable good governance., A parliamentary system similar to other European Stats such as Germany, Finland or Great Britain would best serve Ukraine and would put an end to the divisive destructive power struggle that Yushchenko has pursued. There is no justification for a directly elected head of state. A monarch is not elected. Even in the USA they do not directly elect their head of state. The president can and should be elected by a constitutional majority of the parliament. Look at the costs of directly holding the US presidential elections. In Ukraine a two round ballot costs in excess of 200 Million dollars and rising. Power and authority should lie with the peoples democratically elected parliament. BYuT proposal to support a parliamentary system is worthy of support (subject to the final detailed provisions) The main role of a head of state is advisory and ceremonial. |
